S. J. Fockema AndreaeThe garden city is a period phenomenon, also in Holland. It does not followthat it is easy to determine Chis phenomenon in exact periods, if, in fact, itis not considered as patented by tihe name: for tihe spirit may precede the wordand the word may be misused.The consensus of opinion is that the idea of creating garden cities originatedin opposition to the city formation resulting from the industrial revolution,which in particular in tjhe United Kingdom, the pioneer country in this respect,had brought about such undesiralble phenomena. Not just the actual formationof slums but also new oonstruction, though justified in itself, led to the labourpopulation being uprooted and isolated socially, estranged from nature and ad-hering to bad living haibits, ailso as regards subsequent generations. The break-ing of this ban was the endeavour of those who preached the pure idea ofgarden cities, especially of their apostle (Sir) Ebenezer Howard,^) the Londonstenographer and "Court Reporter", wiho as a result of bis successful theoreticalwork (1898) was to become, shortly after the turn of the century, the founderor, at any rate, the inspirer of tihe real garden cities Letchworth and Welwyn(in Hertfordshire, north of London). What he had in mind was an association,a co-operation: preferably not a patronage, but not a flight from the worldeither; rather the conscious acceptance of a justified style of living and the pur-poseful application of the means thereto.We need not go furtiher into the matter of tihe United Kingdom. We would onlymention that tlhere too there are parallel phenomena of older date, whichdiffer from the pure main type because either they are employer's foundationson tihe patronage principle (such as Port Sunlight near Liverpool, foundedby Viscount Leverhulme) or they are economically independent surbur'bs, theoldest of wihich seems to be Bedford Park at Acton near London (JonathanT. Carr, 1875), the formation that can be characterized offhand by the factthat William Morris (whose name is a programme) enthused about it, whileothers denommated tihe district as a resort ,,wihere men may lead a dhastecorrect aesthetical existence". About the better-knowti Hampstead GardenSuburib (1906) it is stated in a similar sense that the population there varies"from true sensibility to amateur arty-craftiness", while little has remainedof the mixing of the social groups which was originally aimed at 2).Holland differs from the United Kingdom in that the evils resulting from theindustrial revolution occurred later in Holland and were not so pronounced, sothat the reactions were likewise less pronounced.
